The Caddo Indians lived in the territory until Spanish and French expeditions came in the seventeenth and eighteenth centuries. Originally, the land that became Sabine County was a part of the Nacogdoches District. In the s, white settlers set up small communities on the land and began to organize the area.

But as early as , settlers contended Milam was more than five miles from the geographic center of the county and petitioned the government for a county seat more centrally located.
